NEWS - BATH ROAD TRAFFIC CALMING
The following is taken from the Leonard Stanley Parish Council meeting held on 3rd April 2007 and addressed by Mr Daniel Tiffney of Gloucestershire County Highways.
"Traffic Calming - The Chairman welcomed Mr Tiffney and outlined the Parish Councils understanding of what had previously been agreed and why the scheme had not progressed. (Leonard Stanley had agreed the traffic calming measures along Bath Road but King Stanley Parish Council had objected to some of the measures proposed for their part of Bath Road and the scheme was put on hold). Mr Tiffney thanked the Parish Council for its invitation and confirmed that the original plan had been for the Stanleys to be agreed as one, but was unsure as to why it was then split, but believed that it did not meet the criteria as one scheme. Mr Tiffney then circulated the plans as they had previously been agreed for Leonard Stanley. There were some misgivings about the plans for The Lambs Triangle, but it was explained that all alternative options were previously discussed and ruled out for various reasons. County Cllr Williams asked if a scheme in which all road markings were removed and the road narrowed, thereby ensuring that drivers were forced to concentrate could be considered. Mr Tiffney stated that he did not think that would work in this area, but if the Parish Council wanted to try this out is could be considered. He also stated that research has proven that Traffic Humps work. It was agreed that the scheme should not be amended in case this added to the delay of actually getting the plans implemented.
The Chairman requested what the likely timescale would be before the plan was implemented, and Mr Tiffney explained that at present the plan was on a provisional programme, it then had to be accessed by the members but was not guaranteed to get the go ahead. Cllr McNab-Jones asked if the Parish Council could do anything to assist in getting the work prioritised. County Cllr Williams stated that she would represent the Parish Council at the next estimates meeting and report back in our June Meeting.
Vehicle Activated Signs (VAS) It was requested that a VAS be placed along Bath Road before approaching the Lambs Triangle, in an attempt to slow the traffic down before reaching that particular junction. Mr Tiffney agreed that he will put on a wish list to be assessed, as an isolated measure rather than try to incorporate in the above Traffic Calming Scheme.
20mph speed limit – It was also requested that they be a 20mph speed limit imposed by the school. Again this will be investigated as a separate entity.
Marsh Lane/Dozule Close - Mr Tiffney will investigate this matter further as it had previously been agreed that a small build should be input. It has been suggested that it may be more appropriate to paint white lines to establish priority and ensure that those cars leaving Dozule Close Give Way.
Seven Waters Gateway – Mr Tiffney confirmed that the gateway should have been painted by the end of March and will let us know when it is going to be done.
Re-Surfacing Issues – Cllr Forder stated that she had arranged a meeting with Steven Hill of Stroud Water but that didn’t go ahead. She requested that a representative be sent to investigate the stretch of road at Seven Waters where three similar accidents have occurred, all resulting in damaging the same resident’s car.
The Parish Council were also unhappy that they are not consulted on re-surfacing works, and could not understand why a stretch of Downton Road has just been re-surfaced when they are more urgent roads in the Parish requiring this work.
White Lines – Cllr Forder reminded Mr Tiffney that there are several roads where the White Lines need to be renewed.
In Closing Mr Tiffney assured the Parish Council that he would like to improve on communication, even if the news is not always good. He confirmed that he will update the council on items b,c,d & e before the next meeting on the 1st of May 2007."

The Original Plan
Leonard Stanley Parish Council have responded to Gloucestershire County Highways proposals to slow traffic along the Bath Road between Seven Waters and High Street, King's Stanley. The scheme incorporates 8 sections of red road, 7 sets of speed cushions, a mini roundabout at the Old Post Office, road hatching outside the school, a number of 'Build-outs' along the whole length and a calming "gateway" at the top of Seven Waters.
In a letter to Mr. John Lindsay, Gloucestershire County Council's Highways manager, the Parish Council supported the scheme with the following comments:
A choice of two systems was given for the The Lamb Triangle and Councillors chose the " two-way" system which would widen the road into two lanes onto Bath Road (see drawings)
It was also the Parish Councils wish that no mini roundabout be built at the junction of Bath Road and Church Road, as the benefits of the current amenity space and available parking outweigh any believed traffic calming advantages and is unnecessary.
Councillors also considered the "gateway" at Seven Waters as very important and an indicator to anyone travelling into Leonard Stanley that they are entering a village. It was accepted that the whole scheme, from Seven Waters to St. George’s Church in King's Stanley may be a long time in coming to fruition but Councillors requested that the Seven Waters gateway be considered a priority and be installed as soon as possible and ahead of the main scheme.
